LEY COMMUNITY ANNUAL PLAN 2005/2006
1. Treatment Programme
- Achieve successful completions at over 40% for all residents leaving
during 2005/2006
- Achieve average length of stay during 2005/2006 to over 35 weeks
- Achieve average occupancy level of at least 90% during 2005/2006
- To maintain the range and variety of specialist groups
- Toreview how the programme retains a balance between 'Work, Rest and
Play'
- To maintain a range of complementary therapies available to residents
2. Resettlement
- Resettlement l To continue to develop the Ley/Connection Resettlement Project
to provide aftercare support to people completing not only the Ley
Community, but also other community or prison based rehabilitation
programmes and returning to resettle in the Oxford area
- To ensure that residents who leave the programme early are subsequently
supported to maximise on treatment gains
3. Equal Opportunities
- To increase the % of women residents to at least 20% of the resident
group
- To increase the % of residents from minority ethnic groups to at
least 15% of resident group
- To ensure that all staff have annual training on diversity issues
4. Research
- Research l To have had published in peer review journals a paper
during 2005/2006 on the impact of the Programme over time
through a battery of psychological tests
- To explore the possibility for the data from the national research project
into the effectivness of Therapeutic Communities to be disaggregated to
provide research papers specifically on the effectivness of the Ley
Community programme
- To explore the potential for commissioning research into the Ley
Community programme without entailing significant costs from the main
revenue budget
5. Staff Development
- Staff Development l To have fully implemented the Ley Community StaffTraining and
Development Strategy 2005/2006
- To have reviewed the Ley Community Appraisal and Supervision policies
and ensured that the policies are fully adhered to
- To retain a pool of volunteers, including ex-users, who will be trained to
undertake relief shifts with the view of potential future employment
6. Redevelopment and Refurbishment
- To continue to upgrade furnishings on an established maintenance cycle
- To explore potential for establishing a Sister Ley community for up to
thirty residents in Oxfordshire or neighbouring county
- To explore the potential for establishing a home detox service with
English Church Housing Group for prospective residents.
7. External Relations
- To have ensured coverage of the Ley Community in both local and
national media
- To ensure that the Ley Community continues to contribute actively to a
range of interagency initiatives in Oxfordshire
8. Financial Management
- To ensure that the Ley Community is managed within the agreed budgets
- To draft and then implement a Fund Raising Strategy
9. Quality Assurance
- To maintain the Investor in People Award
- To ensure that at least 50% of staff working directly with residents have
achieved the Advanced Certificate in Practitioner Skills in the Management
of Substance Misuse
- To maintain standards set by the Commission for Social Care Inspection
- To undertake a quality audit as part of the Association of Therapeutic
Communities ÔQuality NetworkÕ exercise
- To undertake regular Health and Safety Audits
